Key findings

The report provides statistics on crime that occurred in Estonia in 2022. Under violent crimes chapter, the report provides an overview of hate crime incidents. According to the report, 16 incidents of hate crime were recorded in 2022, six cases of physical abuse, four cases of debasement of memory of deceased, three cases of defamation of official symbols of foreign state, two cases of aggravated breach of public order, one case of violation of requirements for guardianship. In 14 cases, the motive of the crime was the victim’s actual or perceived race, religion or ethnicity. In addition, eight misdemeanours under the incitement to hatred provision were recorded.

Quantitative (statistics on incidents). The statistics are compiled from the police information system. The system allows police officers to mark a case as hate crime by ticking one of three boxes: "hate – religion, race, ethnicity"; "hate – sexual orientation/identity"; "hate – other".
